Accountant II:
Purpose of Classification:
Under direction, performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying, and reconciling complex financial transactions, statements, records, and reports; performs responsible administrative and technical support relative to the planning, organizing and supervision of the activities and staff of the Accounting Division; and provides responsible staff assistance to assigned management staff.
This is the next level class in the professional Accountant series. Employees within this class are distinguished from the Accountant I by the performance of the full range of duties as assigned, working independently, applying well developed knowledge, and exercising judgment and initiative including in the preparation of financial statements in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on proven knowledge and skills that validates the performance of the full range of job duties.
Essential Functions:

Performs all functions of the Accountant I level.
Creates journal entries for new accounting processes, prepares journal entries to accurately close the fiscal period; prepares support for and posts journal entries; ensures compliance with generally accepted accounting principles.
Performs a variety of professional level accounting duties involved in preparing, maintaining, analyzing, verifying and reconciling complex financial transactions.
Reconciles accounts as assigned.
Communicates with other departments providing general guidance with accounting inquiries regarding revenue, expenditures, budgeting, account coding, and accounting system technical functions.
Prepares journal entries for daily and monthly accounting activities.
Performs monthly close activities with minimal supervision.
Analyzes and reconciles the Authority’s daily cash position to the bank reviewing various data such as cash receipts, outstanding checks, Payroll, Accounts Payable, investment interest/principal payments, ACH/wire transfer activity, and subsidiary system imported financial data.
Assists in gathering information for annual budget and audit: assists with budgets and audit processes; prepares annual cash flow projections and monitors monthly budget compliance; assists with preparing audit documentation; and coordinates with auditors to explain financial transactions.
Assists with payroll system and payroll journal entries.
Maintains fixed asset records and associated depreciation schedules.
Prepares complex fixed asset transactions included but not limited to running of monthly depreciation and reconciling fixed assets accounts.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
Communicates with CCWA officials, supervisor, other CCWA employees, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Minimum Qualifications:
Bachelor’s degree in accounting, Finance, or a related field is required; supplemented by five years of experience in finance, budget, asset management, accounting, or closely related field required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Requires valid Georgia driver’s license. Preferred licenses: American Institute of Certified Public Accountants certification and Carl Vinson Institute of Government Local Finance Officer

Accountant III:
Purpose of Classification:
The purpose of this classification is to maintain general ledgers in conformity with generally accepted accounting principles and governmental financial reporting standards and to generate accurate and timely accounting information critical to management in making good business decisions. Performs advanced professional accounting activities and functions.
Essential Functions:

Performs all functions of the Accountants I & II level.
Assists with gathering and verifying data for the annual ACFR and annual audit.
Performs complex year-end closing entries.
Prepares entries recording current debt, bond and GEFA activity.
Reviews and analyzes general ledger account balances: records bond principal and interest; verifies accuracy; and prepares journal entries for corrections.
Writes and creates reports and ad hoc queries, utilizes department computer software to prepare specialized reports; analyzes related transactions and output; diagnoses, troubleshoots, and substantiates problems with the software, takes and/or recommends corrective action to maintain the validity of accounting data.
Maintains the Authority’s capital asset records; overseeing the entry, tracking, and inventory counts, preparing GL entries to record acquisitions, donations, CIP, disposition sales and retirements, depreciation, and reconciles the GL to the detailed subsidiary fixed asset records.
Creates new accounting entries as necessary.
Coordinates, prepares, researches, analyzes and interprets rules, regulations and financial data in the development, maintenance and reporting of financial data and accounting systems.
Responsible for assisting in the preparation of the CAFR, year-end closing entries, financial statements, and detailed reports.
Recommends internal controls for assigned functions within CCWA’s accounting systems; prepares technical journal entries; monitors financial trends and provides technical accounting assistance.

Minimum Qualifications:
Bachelor’s degree in accounting, Finance, or a related field preferred; supplemented by seven years of experience in governmental or non-profit accounting; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Preferred licenses: American Institute of Certified Public Accountants Certification, Carl Vinson Institute of Government Local Finance Officer Certification, and Government Finance Officers Association Certification.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
